I agree with dell. Stay away from silicon. I prefer to use a gasket type glue on one side. Gasket to cover would be the logical placement for the glue. Now for the tin cover that might be slightly bent around the holes. First, look to see if it is. If it is then the tin needs to be flattened back out before putting it back together. I ussually do this with a relatively small ball peen hammer and lightly tapping the holes in the tin back flat with the rest of the tin surface. I hope you get it fixed. Good luck to ya.
