hard starting diesel

I have an Oliver 88 diesel that will not start without a little shot of ether. It blows some white smoke too. Even after it is warmed up good it doesn't start good, if it starts. Any ideas, I'm not much of a diesel guy. I would hate to put in new injectors if that is'nt it($100/hole), much less a pump. Thanks alot
