Fire Retardent in gas tank

My neighbor just bought a used gas tank for a 901 Ford. It was shipped to Va. from Iowa. The shipper put a powder/granular fire retardent in the tank for shipping. After most of the fire retardent is poured out, will gas or kerosene disolve the little bit remaining? It has not had any liquid in it yet. Does anyone have any experience with this. I would appreciate any help. Thanks, Mark R. (Va.)
