franz is correct.phosphoric acid is in daily use on deep sea ships and for years has been the principal solution to all kinds of pre paint problems.this acid converts iron oxide to iron phosphate.it will leave a dusty grey deposit,which if left alone will protect the steel from the weather for about two weeks. you can soak small parts in the solution for like overnight and wind up with the part appearing as if it had been sand blasted.then be sure to neutralize w/water an warm dry before paint is applied.also if you have badly oxidized paint use a 25 TO 50 % solution acid to water mix.apply to old paint.rinse with clear water after 15 to 30 minutes.you will probably wind up w/ a shiny surface.try a small spot first. you should probably keep acid away from aluminum trim.chemical supplly cos.have this stuf f for about $ 30.00 a gal. or buy as trade name OSPHO from paint supplyer. good luck.
