Rockshaft helper spring assembly

John Deere B 1949: This is what I have done to re-asseble. Is this correct??

I have assembled the piston and connecting rod for the power-trol, My question is: now that I have the lift arms set, which means the spring is connected to the dowel and we are locked in on the other end of the spring to the end cap that has 3 bolts. I have noticed that If I grab the lift arm, I can turn it slightly by hand. The tension is not like before I took it apart. I had to use a lot of muscle before removal. We do have tension, which requires the use of a wrench to turn the lift arm.
