Genrator/charging

At it again....I had the generator checked out on my AC/WD and it was OK. But I can't get a charge to go through the ammeter to the battery. I have a new voltage regulator and it does not close. But when I hold it down so it does close I get a good charge. Any suggestions???? Thanks
