You might try a bike computer. There's a small magnet you stick near the wheel hub and a sensor you mount to pick up each time the magnet goes past. The display will show speed and distance travelled (to the nearest 0.1 mph and 0.01 miles), and a whole bunch of other data like odometer, average speed, stopwatch, etc. you probably won't need. Most can also be programmed to display in KPH and KM if you are metrically inclined. Bike computers can be calibrated for a wide variety of tire outside diameters from about 16" to 28" or more - covers the working diameter of most tractor front tires. The display units are waterproof and shock resistant. Cost is less than $30.

Only downside is you'll have to adapt the magnet and sensor mounting to your tractor. You'll need also extend the cable connecting the sensor and the display - the wire that comes with a computer is only about 30" long. Easy to do however - the cable is simply a light, 2-conductor wire.
