Contact a tractor tire repair store, there's a new product that replaces Calcium Chloride for non-freezing ballast in tires. It is harmless and nearly a heavy as the Calcium Chloride which is on the EPA hazardous materials list. To answer your question, Calcium Chloride at 3.5 lbs per gallon of water totals 11.84 lbs of mixture per gallon. This makes a 11X28 tire contain 752 lbs of ballast with a freezing point of -30F. Like I said though, a new non-corrosive product is available now with nearly the same properties without any harmfull effects.
