like you mentioned and everything I have ever seen or heard about paint adhesion tells me that you should clean it off just before you are ready to paint. The paint may stick to the powdery residue but what will make the powdery residue stick to the metal? Think about this, take some talcum powder and sprinkle it on a table, Then put some paint on you finger and stick it in the powder. Does your finger stick to the table, or does it just lift the powder off the table?
