An easy, cheap way to keep water out is to get a plastic 55 gallon drum, cut it in half length wise and then cut, adjust the ends so one half rests on the back of the seat and on the steering wheel. The other half get on end cut out and the other fitted so it overlaps the first and sets on the hood at about the fuel fill cap. these shed rain well and keep the instruments and shifters dry (and seat) and allow good circulation so things don't rust. It may be worth a try.
