Cities use flail mowers for safety,they don't
throw things like a rotary mower does.They
don't do a very good job in shorter grass,or
moist grass.They also stir up a lot of dust,
under certain conditions.Then add up $3.00 on
up for each knife,it adds up pretty fast.
