I use an old 6ft Mott flail mower on my grass (such as it is), and it works great. I think the main reason that they're not more popular is that they are expensive to buy and maintain. A new Mott is going to set you back about three grand. You can pick up a used one reasonably priced, but the repair parts are very expensive. On the plus side, the flail mowers are pretty tough and do a nice job. If you have one that rotates the same direction that your wheels turn, it will pick up the grass that the wheels have flattened and do a nicer job than a rotary mower. (Many flail mowers turn "backwards" for chopping up mulch.) The main disadvantage outside of cost is that they aren't heavy enough for brush-hogging, although they are much tougher than a standard rotary mower.
