The old DOS operating system would only support 8 character file names. If you have to look at a file generated in a modern version of windows with a longer filename on a DOS system it will show up in the directory as the first seven characters followed by ~. If you have to do much work using DOS you learn very quickly not to name data files where the first 8 characters are the same. This is not much of an issue for home use. In business or research there are programs that have not been rewritten for later versions of windows and files may need to be processed on both types of machines prior to the completion of a task.
