The Federal motor carrier safety standards(FMCSS) apply to all vehicles in interstate commerce. All 50 states have had to adopt them to continuue to get federal hiway $$$$. If you are using the truck strictly for personal use you are exempt from FMCSS. If you use it to haul for hire or in t he course of any sort of business or farm to make money they apply.In addition many states have their own regulations that go beyond the FMCSS rules and they may apply whether you are making money with the truck or not. The other posts are correct, ck with your home state DOT . Alot of it will hinge on what you mean by personal use.If you sell a tractor and use the truck to deliver it or use it to pick up something you are going to fix for someone else that would be considered in commerce
