That's the formula for the Prony Brake. The Nebraska Test's use a large generator and as they load up the generator they measure the twist on the outer body of the generator with a scale ,and they use a little different formula because the length of their arm from the center of the shaft is shorter. But still gives brake hp. without actually using a brake around a flywheel as the prony brake does.
