In California unpermitted outbuildings WILL kill a deal. Even though 70% of all shops out here are "illegal", they're teardowns if the buyers don't want to assume the liablity with the county gov. I DIDN'T buy a place because an unpermitted shop had an un permitted septic system and when the county came to inspect the stuff I would want to do to the house, they'd see the shop and make me tear it down and I'm talkin jackhammering out the concrete too. Don't know if that's the case in NY but here in the land of permits for everything, it'll kill ya.
