The pto pulley on the front of the engine turns at engine rpm ( 2200-2500rpm )and then is belted down to the front pto shaft which contains a smaller pulley than the engine has. With a little bit of measuring and some quick math you should come up with the shaft rpm. I don't have my 430 any more or I,d put a tach on the shaft and tell you.
