Thistles are a real pain in the butt. Round up will surpress them but will not kill thistles early in the year. The only time a thisle can be actually killed is when it is in bloom ( roundup applied in high concentration) or in the fall. In the spring it is sending out top growth and will not take the material down to the roots. A thistle is a perennial and in the fall it is sending food down to the root so it can overwinter and regrow in the spring. It is at this time you can give it a dose of herbicide and it will take it down into the root. In a no till situation here on my farm I applied 2.5 litres/acre( there is 3.784 litres in a US gallon) of round up to dandelions in one field I had. I was let to stand for 1 week looked like I had a good kill and by midsummer they were all back as good as before. In a pasture situation I would talk to an ag chemical supplier to see what they would recommend in your situation. I used a product called Tropotox to spray small patches in my hay to surpress thistles.
