It does seem awful hot, but the key word may be seem. I would suspect that the gauge reads hotter than the actual temperature, especially if the tractor does not boil over. Lots of good comments here, I would start with a 50-50 mix. There is also a product called wetter water, or something like that, that is supposed to help the transfer of heat from the block and head to the coolant and also the release of the heat to the radiator. You just add it to the coolant, but I don't know just where to get it. Most machines run hotter when they are working hard, but that reading would worry me too. Your radiator is clear of debris on both sides and your fan is moving air through the radiator core, isn't it? Sometimes a fan shroud can help make the fan more efficient at moving air through the fins if that is the problem. Some tractors had them, but it would be fairly easy to make one out of sheet metal. Some other things I would look at would be removing the thermostat to see if it ran cooler and also seeing if there could be deposits in the cooling system. But I probably would not get too worried unless it boils over, or there is significant coolant loss.
