Short across the two big poles with pliers, etc. If the engine turns over, the solenoid should be bad, as long as you get power to the small wires with the starter button or key engaged. The engine should turn over whether or not the ignition coil is good. Sometimes a bad key switch or push button does not send power to the solenoid. If your meter always shows power to the solenoid, then suspect the solenoid.
