I am not an expert on tractor hydraulics but I do have an engineering degree in Fluid power systems. To make a long story short I think that the control lever is an open center valve thus, the hydraulic system gives pressure to just circulate the oil through the system and maintaining enough pressure to keep the impletment down but not enough for it to be held in position and dig in. I think what I said is correct, I hope.
