The sheer pin on the driveline on the mower is supposed to break off to prevent damage to everything else.
I would take out the starter and try to spin the flywheel with a large screwdriver and the clutch depressed.
If the engine is locked you will be ably to determine here.
If the engine is ok then its in the trans or rearend.
Make double sure the mower has a sheerpin in it and it is the cheapest, softest metal bolt you can find.
If it don't then your local agparts place should be able to get you a driveshafe with one in it.
