Just make a stick to block down the clutch. We had a 950 JD we kept inside all the time at my dad's and it would do the same. My old Fords and Oliver have never bothered this way even when they are left outside alot. If you live where its humid it could be rusting to the flywheel, if its in winter its probably freezing the clutch to flywheel. We would pull the 950 to free it. then we made a stick for the clutch and used it if the tractor sat for long.
