That tractor was made by Universal Tractor in Romania. Long sold a similiar model, so they should be the same. Here are their websites:

Either place should give you dealer information.
I have talked with the shop foreman at the local Long dealer, he says they have been a fairly decent tractor. Some parts on some models are hard to get, so you may want to check to see if parts are still available for this model.
