If its worth it is always dependent on a persons point of view. If you can find some wheels you can definitely replace stuck pistons and replace the manifold with a new one. If you're concered that the cost will be more than the tractor could be resold for then its probably not worth the money. If you're like many of us where the cost to save an old tractor isn't influenced by the resale value then my advice would be "go for it".
