On my JD1010 Industrial which has a FEL & BH, the power steering unit is an integral part of the steering column between the radiator and the fuel tank. The pump and fluid reservoir are between the instrument panel and the engine. First I would check the fluid level in the power steering pump reservoir and then check to see that the pump is working. If that's ok the next step would be to remove the hood sheetmetal and inspect the PS unit. Rebuilt units and rebuild kits are available for a price. I think a rebuilt unit sells for around $600. Good luck. And just a little forewarning, before you start tearing it apart...they are not easy to work on, expecially with the arms of the FEL in the way. For instance, in order to remove the steering column, the dash cover and steering wheel must be removed. If you are planning a long time relationship with this tractor you should invest in a technical manual.
