I have seen the little bearing inside the belt tension idler pulley do this. Had a Dodge Dakota do it and my brother in laws Jeep too. On the Dodge, I took the pulley off and popped the shield off the little bearing then packed it with white grease. On the Jeep, we put a new bearing in.
