How Much For Old TD 9?

My uncle has on old TD-9 i think, what would be a resonable amount to offer him for it. It ran a couple of years ago but from lack of use it froze on him. It has a blade, and the sheetmetal isn't all beat up. it has been abused by lack of mantinace so i don't know how mechanically sound it is. I was told he wanted $700.00 but I could probably find something that runs for that much.
