Could fluid loaded rears cause this?

Got duals on tractor, inside loaded and outside dry. When going down the road at mid throttle, tractor seems to want to shake a bit and wants to make you think it is a driveline problem. Speed 'er up, and it seems to go away. Front wheels are straight and tight - no wobble there. Another interesting happening, brake the tractor to a stop and with no brakes applied, in neutral, the tractor very "sloooowly" rocks back and forth (just enough that you can feel it and see some movement of the tires when referenced to a stastionary object) for a while and then the movement will stop. Could this be caused by the fluid "sloushing" around within the inboard tires? Just got the tractor and don't know how much they are filled. Is there such a thing as too much or too little fluid being in a tire? The tractor is a '76 AC and has a power shift tranny.
