Chemically it's not "dangerous" but it's also not harmless. Calcium Chloride in the concentration that is used in tires will kill about any vegetation that it spills onto, so you want to be careful where you try to drain it. If you have a dirt or dusty gravel driveway or lane, that would be a good place to drain it. It will also play havoc with leather shoes so rubber boots are a good idea. Gloves are probably in order as it will dry and crack skin. There IS more danger of injury from trying to handle a rim and tire filled with any liquid. It doesn't look any different from one filled with air but it is VERY HEAVY. If you're not equipped with an engine hoist or a chain fall/comealong, you might be best off having a tire dealer come out and do the work for you.
