350 farmall oil problem.

Help!!. I have a 350 farmall that has just had the engine rebuilt, including the oil pump and also a new oil gauge and oil line to it. Now my engine oil pressure is low and the oil returns to the crankcase whenever the engine is shut off. This makes the dipstick reading show high whenever you check the oil. The IH dealer in my area said it is normal for the oil to return to the crankcase out of the filter when the engine is shut off,but it didn't do it before and if so,how can you check the oil level? What holds the oil in the canister type oil filter? is there a check valve some place?
