I've been using some stuff from POR-15 called Marine Clean, its a darned good degreaser and doesn't hurt paint as long as you don't leave it for too long.
For painting with POR-15 they suggest following the Marine Clean with Metal Ready which is acidic (Marine Clean is basic) and an etcher.
When I paint my tractors it'll be with a POR-15 basecoat, then a coat of their Tie Coat primer, then a coat of regular primer and then the paint. That POR-15 is tough stuff and I think it'd make a great base for regular paint.
