Electric Trailer Brakes

My tandem axle farm trailer has electric brakes on all four wheels. The brakes work beautifully, except that one wheel locks up and fails to release. You can imagine what that tire looks like. Has anyone had such an experience?? Can this be corrected with a simple brake adjustment by just backing off on the adjustment?? This would cause this wheel to lag in its braking power, but would it stop it from locking up? Any suggestions would be appreciated. Vernon Holt
