The air coming is is full of water in the form of high humidity. As the air is rushing through the tubing it cools and the humidity preciptates out in the form of condensation. As the air travels into the cup, the oil catches it and then begins to fill with water. Had to go out on service call a couple of years ago when a local farmer had his JD 2010 die in the field. It was flooding severely and I removed the carb to cleaner hose and the tractor ran fine. Replacing the hose caused it die almost instantly. Removed the cup from the aircleaner and it was so full of water that it dripped for almost and hour.
