How to reverse a starter?

Working on a 1959 International 340 utility for someopne, the gentleman had the starter rewound because it was burnt out. tried to start the tractor and she wouldn't start, I found out that the starter is running backwards, can someone tell me how to reverse it. our does it have to be rewound again.
