Do a pressure check first, but suspect the seals in the lift cylinder. They are easy to access under the seat.
I own a 1900 also, and have trouble keeping the hyd inlet filter clean. Important to give it regular maintaince also. Get a service manual either from Ford, or aftermarket like IT.
