ELECTRIC BRAKES

My Father-in-law has a 2001 Ford F350 dually.He pulls a gooseneck with electric brakes, but is complaining about what he thinks is a weak signal when making a foot application. He says the brakes hardly seem to work at all. When applying with the hand control, the brakes work great. His son also has a Ford F250 and when pulling the same trailer, the brakes work fine. I only know enough to be dangerous when it comes to electric brakes. Does anyone have any info on why the difference between the two trucks? Why the difference in signal? What to look for?
