The problem with setting the idle that you are describing I think might be due to the tachometer. If the tach is set for an 8 cylinder engine (or even a 6) it will read slower on a 4 cylinder. So if your tach is made for an 8 cylinder engine it would actually be reading 1/2 of what your engine is actually running. If the tach is set for a 6 cylinder your reading would be 2/3 lower than actual. If you are reading 400 RPMS on your tach and it is set for 8 cyls then your tractor is actually running 800 RPMS.
