Sue him. The transaction took place in Maryland, you don't even have to travel far to go to court. He probably won't show, but that's ok. You then go through the collection chanels (tricky, stick with legal councel on this part).

I'm a little surprised that you were foolish enough to accept a check, especially from a clod like this person is.

Next time you also need to familiarize yourself with what a deposit is (it does not prevent you from selling your tractor to someone else), and draw the contract more clearly for it. Legally, a deposit is non-refundable, and has a very limited duration.
