Mike - I agree with the others - most likely a bad (open) someplace in the trailer grounding conductor. Easiest fix is to run a new wire from the grounded pole on the trailer connector and fasten it securely to the trailer frame. However don't overlook the possibility of an open ground pole at the tow vehicle trailer connector. (It happens sometimes...) Check with a test light between each "hot" connector pole and the grounded pole.
