For snow blowing, you _need_ live pto. For baling hay, you _really want_ live pto. You may have a difficult time meeting your budget & finding a usable tractor for hay & snow removal. You also need the implements... Often times a larger, 60 hp or so, tractor is going cheaper these days than the small utility types. There are many people like you these days that are driving up the price of 25-40 hp tractors. You may wish to look at something a bit bigger than others are looking at. Doesn't really matter what color you get, what is important is the features. You will like: Live pto & hydraulics Power steering 3 point hitch Wide front end More than 30hp for hay. More than 40hp for a haybine. A heavier tractor for pulling a baler & hayrack, or more than 50hp for a round baler. You don't need everything, and you won't get it for $2000.
