You are correct. The higher the float setting the easier it is for vaccum to draw fuel into the air stream.

One thing no one mentioned is about the float settings themselves. In days of old, when gasoline was good the float was set according to instructions to a particular height. With modern fuels, there are less solids (lead, ect)in the gasoline and therefore the specific gravity of the fuel is lower. This causes the fuel to have less bouancey and that causes the float to set lower int the fuel. The fuel must rise higher in the bowl to bring the float up and close the needle valve. Often this causes the fuel to be setting too high in the bowl and cause flooding, dripping and, rich mixtures.

I regularly have to set float levels at about 1/16 inch LESS than specified in the rebuild instructions. Any less and I have troubles.
