I don't think the top of the sleeve has to be sealed against the block, the head gasket seals everything. The shop I used to work for used a mixture of STP and oil. The STP held the oil to the parts, but any kind of additive that has a clinging effect can be added to the oil. The head gasket should be sealed with High Tack. As a matter of fact, today I called Fel-Pro to ask about substituting High Tack for the recommendation on the intake manifold gasket for my GMC 4.3 and they said their packaging is old and they no longer have the Fel-Pro sealers recommended on the package. They sold the gasket sealer to Loctite in 1997, and sold the sealer under their name until 2001 when the contract expired. Now they recommend using High Tack.
