As long as oil comes out of the top plug, you are good to go. The reason there are two plugs is that when you ran on "tractor fuel" or kero, some unburned fuel always got into the oil & diluted it. You were supposed to drain it down by opening the bottom plug-unburned fuel was lighter then the oil & would "float" to the top while the tractor sat overnight. When the "light oil" quit running out of the bottom plug, you put it back in, took out the top one & poured clean oil in until it started to run out of the top one. Put the plug back in, & go to work. When you check by opening the top plug & tractor has not been run, you should get a real slow flow or drip, especially if you're using straight 20 or 30 weight oil. If you have a lot of flow out the top plug when you take it out, I'd suspect that you might have your carb setting too rich & might be getting a gas "wash" down the cylinders in getting gas into the oil. You'll want to smell the oil for a "gassey" odor. If you can smell gas in the oil, you need to change it & check your carb settings. (My $0.02 worth. jal-SD)
