Jonathan, you check turbocharger performance by measuring the boost pressure in the intake manifold. There is probably a spec that is given for the engine at a certain speed and load, but it will be hard to test unless you can get the truck on a chassis dyno. Also keep in mind that turbocharger boost is also tied to fuel delivery, intake restriction, altitude, and several other factors. Turbos normally don't just "stop working". If they fail, it is normally catastrophic, such as a broken shaft, damaged impeller, and so on. If that turbo has a wastgate, I would also check to see that it isn't hanging open, which will allow exhaust pressure to bypass the turbo and not spin it to it's proper speed - causing a loss of boost. I would have the truck checked out by a competent diesel shop, as the problem could be any number of things, from worn out nozzles to a dirty fuel or air filter to a bad pump to improper timing and the list goes on.
