I'd get a local chem or biology professor to put a pH meter on the commercial products, then dilute a commercial or technical grade of phosphoric acid (see Sigma catalog or elswhere) to achieve the same pH. Presumealby, this would be the concentration at which the products should be applied. I guess you could use litmus paper, if they still make it. ByTheWay - when I used "OSPHO" on rusty bush hog metal it just turned it black. And then I painted over it. Still good after 3 years.
