I would change the oil if it doesn't look good, you don't know when it was last changed, or it is contaminated with water or something else. I am not familair with your tractor. There may be more than one drain plug, same with filler plugs. Sometimes the filler plug is also the level plug, sometimes there is a different filler and level plug. If the plug is in the top of a housing it is filler only. A plug 1/3 to 1/2 way up the side is a level plug, and if no filler in the tip, it is also a level plug. A transmission that is low can grind more going into gear, less oil to slow the gears down.
