Most of them will, very slowly, due to the viscosity of the oil in the transmission. It tends to act like the "fluid drive" in the torque convertor on an automatic transmission. If it appears to be turning at full rated RPM, than you've got a problem, the cure for which would depend on the particular tractor in question.
