Well to answer your question; the problem with weak anti-freeze is that it doesn't circulate to well. Weak anti-freeze doesn't just turn from liquid to ice as water does when it freezes it tends to thicken and go slushy which means it doesn't circulate to well. If the air temperature is below freezing and is at that critical point (whatever that temperature may be depending on the strength of the anti-freeze solution) where the antifreeze solution is begining to freeze(crystalize) it may not circulate well enough into the engine to be warmed and the water in the engine boils over into the radiator. The anti-freeze in the top of the radiator may be liquid but the anti-freeze in the core is frozen and so no circulation. Often, once the engine has got hot but not boiled out a lot of coolant if you shut the engine down and wait a few minutes it will thaw out the radiator and you can go on your way without problem. Regarding your comment about a radiator removing heat below the ambient temperature- it doesn't have to if the ambient temperature is below the freezing point of your solution and the radiator removes more heat than what the engine is supplying which is what happens until you have completely warmed up your whole cooling system and the thermostats are open. I live in Manitoba. Here we use a 50/50 solution of good anti-freeze (certainly not more than 60/40). We frequently get winter nights in the 30-35 F below and have no problem with that. I don't think there would be a problem even at -40 with that mix. Just another note on antifreeze- a mix which is good for 0 F won't break an engine if the temperature goes to -30F as the solution will not freeze hard. I once was a young fella in the sixties with a 1950 Ford car. Almost every cent I earned went for gas so I could see the girl friend so I didn't waste it on too much anti-freeze and the like. Ended up with a few experiences and a bit of knowledge.
