There is a rockshaft control cable that goes from the lever on the dash to the rockshaft control valve housing. When it gets cold that cable can get stiff. Use some WD40 or something like that and spray it on the cable by the lever.Also you can take the rockshaft housing cover off. take the cable off the lever there and see if you can move the lever by the rockshaft control housing. With the cable off try to move the lever by the dash. If you still cant move the lever you may need a new cable.
